Foulridge man fined £2,000 for obstructing a footpath
A LANDOWNER who wilfully obstructed footpaths has been hit with a £2,000 penalty and been ordered to reopen the routes.
Simon Stansfield, of the Old Sidings, Foulridge, Colne, failed to appear at Burnley and Pendle Magistrates court on Thursday, August 13th to face four charges of wilful obstruction of the highway under Section 137 Highways Act 1980.
He was ordered to pay a further 1597.02 in legal and environmental costs.
County Councillor Keith Young, cabinet member for highways and transport, said: "Mr Stansfield failed to answer all correspondence with the council, failed to return telephone calls and failed to appear at court on two occasions.
"It is our job to ensure that the general public are able to use footpaths without encountering blockages or hazards.
"This has been the first prosecution in relation to this type of offence for many years, but several other cases are pending. The case was initiated in response to complaints from members of the public regarding the blocked footpaths."
He added: "Obstructed paths are a major problem and we will publicise cases to show the public, and anyone who seeks to block public access, that we will take action."
