Investigation launched after Burnley man “tasered” in police cell

A BURNLEY man who claims he was shot with a Taser in a police cell has lodged a complaint against Lancashire Constabulary.

The 20-year-old complained a stun gun was used on him by a Lancashire police officer as he was held in custody last September.

Solicitors acting on behalf of the man raised concerns about the reason for the weapon being discharged to the Independent Police Complaints Commission.

The IPCC said an independent investigation will determine whether the use of Taser on the man was proportionate and necessary.

Lancashire Constabulary confirmed that an official complaint from a member of public had been passed on to the IPCC.

A spokesman said: “The 20-year-old man was arrested at 00-01am on September 15th, 2012 in Burnley and was taken to Burnley police station.

“He was subsequently charged with nine separate offences: two charges of driving whilst disqualified, dangerous driving, taking a vehicle without consent, aggravated taking of a further vehicle without consent, two offences of driving without insurance, Section 4 Public Order and possession of an offensive weapon.

“He was remanded to appear before Burnley Magistrates Court and pleaded guilty and was sentenced to four months in prison.”

The spokesman added: “The IPCC has chosen to carry out an independent investigation into the circumstances and the constabulary will fully cooperate with them throughout their investigation.”

James Dipple-Johnstone, IPCC Commissioner for Lancashire, said: “We will look at all the available evidence to decide if in this instance the use of Taser was appropriate and that all guidelines and regulations covering use of the weapon were observed by the officers in the custody suite.”
