Men fined for dog fouling

TWO men from Pendle have been ordered to pay a total of £320 for allowing their dogs to foul in public.

Howard Lewin (45), of Chad Street, Colne failed to appear at Reedley Magistrates’ Court. The case was proved in his absence and he was found guilty.

A council dog warden witnessed a dog straying and fouling in Junction Street, Colne on August 31st.

The dog was traced back to Mr Lewin who was issued with a fixed penalty notice, which he did not pay, and he was taken to court.

In court, the magistrate found Lewin guilty of the dog fouling incident and fined him £110, and ordered him to pay a £15 victim surcharge.

In a separate case, Clinton Eyers (33), of Poplar Street, Nelson also failed to appear at the court.

He was also found guilty and fined £110, and ordered him to pay £70 costs and a £15 victim surcharge.

Mr Eyers was witnessed allowing his dog to foul on June 19th in Walton Street, Colne.

He was later issued with a fixed penalty notice which he failed to pay and was subsequently taken to court.

Coun. John David, who represents clean streets in Pendle, said: “Picking up a dog’s waste is part and parcel of being a dog owner. If you’re not prepared to do that, then you really shouldn’t have a dog.

“Our dog wardens and environmental crime team make regular patrols throughout Pendle and approach dog owners who they see not clearing up after their dogs.

“Many Pendle residents report dog fouling incidents to us – and we’re grateful to them for being extra pairs of eyes out on the streets.

“We do follow up on reports and have an excellent track record of fining and prosecuting irresponsible dog owners.

“In the last three months of 2012 we issued 11 people with fixed penalty notices for dog fouling and brought about nine successful court cases.”
