WHEN is a partnership not a partnership?

That was the question posed by Pendle Council’s Executive member for environmental services, Coun. John David, at Thursday’s meeting of the council’s Executive.

Coun. David was opening a debate on the waste management cost sharing review, a measure introduced in 2001 under which Pendle receives money from County Hall in the form of recycling credits.

A report to the meeting told members that the amount received by Pendle would be reduced by almost £45,000 from next year as a result of county council cutbacks.

Coun. David said: “This is unfair treatment by the county council. If we said no to them, we would have to revert to an earlier scheme and we would receive even less money. They have got us over a barrel.”

Coun. Tony Greaves said: “The county council is ripping districts off in a pretty cynical way.”
