May I start by saying that, as a dog owner and dog lover, like most other dog owners, I detest the practice of dog fouling by irresponsible owners.
There are 57,132 people in the Ribble Valley and only 200 complaints. As a percentage, this represents less 0.5% of the population. How can RVBC draft such draconic, evil laws to make thousands of innocent people and dogs suffer on the complaints of a few?
This is how stupid it is. I am a 77-year-old pensioner and, on August 1st, will become a law breaker. Why? Because I use a three-metre lead instead of a one-metre lead. When I am caught, I will receive an £80 fine. When I pay the fine, I will not be able to afford food for the week, so I will have to go to the Foodbank. Putin would be proud of RVBC’s evil ways! There are better ways to police this and get the dog owners on side. Just ASK!
